The Head of Department of the KwaZulu-Natal Department of Human Settlements Max Mbili, known for his motivational quotes, once again inspired and marshalled his senior and middle management members on the “service delivery battlefield”. Mbili called upon all management and staff for “unquestionable loyalty; dedication and understanding of our mandate” during his opening of the Department’s 2-day Strategic Planning Review Session on 2 October 2025. “We are all here because of this organisation and we must all leave a legacy,” remarked Mbili as he delved into five (5) problematic issues affecting service delivery and the required interventions. These issues are: • Response to Operation Sukuma Sakhe (OSS) cases (reported emergency cases); • Resettlement of the 2022 and 2025 flood victims; • Unblocking of stalled or blocked projects; • Title Deeds Restoration; and • Delivery of serviced sites. These issues were further discussed at length on the second day of the Planning Session during three (3) breakaway sessions which sought the following outcomes: • Improved organisational efficiency to promote an agile, capable and ethical developmental Department; • Transformed human settlements in rural and urban environments and strengthened economic transformation within human settlements; and • Increased access to adequate housing through various programmes. Mbili passionately declared District Offices as service delivery battlefields. “All our efforts will converge in 13 District Offices, with eThekwini having three (3) district offices”, he announced. Each District Office will have a District Manager, Regional Manager and an SMS Champion. “At no point will there not be a District Manager”. Committed Mbili.
