What is FLISP?

The First Home Finance Subsidy Programme (FLISP) is a subsidy instrument that assists by providing a once-off payment to qualifying households who are acquiring a residential property for the first time. The objective of this Programme is to reduce the loan amount to render the monthly loan repayment instalments affordable over the loan period or can be used as a deposit to purchase the property and/or used for legal fees.

How will FLISP assist a qualifying beneficiary?

FLISP assists qualifying beneficiaries who :

  • Wish to purchase a residential property;
  • Wish to build a new house with the assistance of a home builder registered with NHBRC, on a serviced residential stand with Title Deed that is already owned by the beneficiary.
  • Wish to purchase a residential property via Instalment Sale Agreement/Rent to own
  • Be assisted via the Government Employees Housing Scheme (GEHS).

How will FLISP assist a qualifying beneficiary?

The applicant must :

  • Have either an approved home loan from any major South African bank; have an approved Pension/Provident Backed Loan; have an approved loan from a registered Co-operative/Community Based Saving Scheme (Stockvel); Instalment Sale Agreement/Rent to Own or assistance via Government Employees Housing Scheme (GEHS).
  • Have a monthly household income of between R3 501 and R22 000.99;
  • Be a South African citizen or legal permanent resident;
  • Be at least 18 years old and competent to legally contract;
  • Be married or co-habiting or be single with proven financial dependants;
  • Have never owned property before except for a serviced residential stand with Title Deed that is already owned by the applicant.
  • The applicant or his/her spouse must not have previously derived benefits from the Housing Subsidy Scheme which conferred benefits of ownership, leasehold or deed of grant.

What is the subsidy amount that one can qualify for?

Depending on his/her income level, a qualifying beneficiary will qualify for a subsidy of between R38 911.40 and R169 264.60 as it applies on a sliding scale.

How do I apply for the Finance Linked Individual Subsidy Programme?
